Transportation of hazardous materials regulated by the US Department of
Transportation (US DOT) is as complex as ever. No longer can the industry
treat hazmat fines as just a cost of doing business; fines have increased,
media scrutiny of accidents and releases has become heightened, and terrorism
concerns surround each shipment.
HazMat Trucking Enforcer provides expert guidance for auditing trailer
placarding & marking, load segregation, package labeling & marking,
shipping papers, and motor cargo tanks. It also includes the North American
Emergency Response Guide. All entries are based on the information required
to be posted on a shippers manifest. Enter the UN number, poundage, and
answer a few questions, and HazMat Trucking Enforcer tells you the information
needed to make the load comply with the US DOT HazMat Regulations.
Enter an item on the add-item screen, then right-click, and you are presented
with information choices such as auditing the shipping papers, package
labels, or package markings, or viewing the complete Hazardous Material
table entry, or listing the bulk motor cargo tanks authorized to carry
the commodity. Many possible exceptions are alerted on, along with informational
warnings. Quarterly updating of the integrated full-text regulations keeps
you abreast of the latest changes.

New
and Improved Shipping Paper Auditor
The new SPA uses a Yes/No response
method that allows the system to automatically determine possible shipping
paper violations. Once identified, the violations are automatically sent
to the ASPEN interface module for final review prior to being added to the
inspection. View our
video tutorial or read more here.

Key Benefits:
Improve public safety and security
Using HazMat Trucking Enforcer helps improve public safety, by helping
the inspector to perform more inspections. The US DOT estimates that over
50% of all hazardous material shipments contain errors.
Improve performance
A RegScan sponsored study found that inspectors using HazMat Trucking
Enforcer found 86% more violations, while spending 1/3 less time to perform
each inspection.
Interfaced to ASPEN
By using the violations pane inspectors can enter violations as they find
them. Only violations recognized by ASPEN can be entered. Once all of
the violations are entered, they are sent and appended to the currently
open ASPEN inspection.
Reduce training costs
HazMat Trucking Enforcer makes education about both current and future
regulations faster and easier. Instructors can create loads to illustrate
specific issues, utilize the ‘save-load’ feature to save
them, and then send these loads for evaluation by trainees. The ease
of reviewing multiple placarding options and the built-in support for
additional allowed placards encourage trainees to explore valid alternatives.
(Every effort has been made to ensure accuracy, but due to the complex
nature of exemptions and individual situations, errors may occur; apply
professional caution.)
Modular Design
Allows you to concentrate on specific sections of the regulations, such
as placards, package labels, trailer marking or shipping papers. Moving
from module to module makes it easy for enforcement officers to step through
an inspection in a focused and orderly manner.
Results can be saved
Making it easy to show inspection results in court.
Electronic Regulatory Reference Guide
The full-text of regulations plus all graphics, images, and tables covering
49 CFR (100 to 180 and 200 - 399) are provided within the HazMat Regs
information module. These regulations are updated quarterly, unlike the
annual updates found with the CFR books. Hyperlinks and a full-text search
engine provide quick access to the underlying regulations, making regulation
checking quick and easy. Even the hard to find Motor Cargo Tank regulations
from the 1960’s are included.
Regulatory checking is made easy during the data entry process through
the use of hyperlinks. The auditors too make extensive use of hyperlinks
to the regulations allowing you to verify exactly what you are seeing
compared to the regulations.
Additional reference information, such as flash points and gallon to pounds
conversion, are included. A select and then a right mouse click from the
search pane or the truckload pane provides access to the complete 172.101
table entry for the selected commodity number. Also linked in is reference
information on allowed motor cargo tanks, marine pollutants, and hazardous
substance reporting. Ease of access to critical reference or regulatory
information is a hallmark of HazMat Trucking Enforcer.
Optimized for Roadside Use
All entry is based on the fact that required information is either to
be posted to the shippers’ manifest, or, is directly observable
from looking at the load. Our system design strives to minimize the amount
of information an inspector must enter.
Save Time and Improve Consistency
Using HazMat Trucking Enforces saves time for both the inspector and the
trucker being inspected. Consistency improves because questions are not
skipped, steps are not missed, and wrong lines are not accidentally referenced
or followed in complex and hard-to-read tables.
